GAIL (India) Limited was incorporated in August 1984 as a Central Public Sector
Undertaking (PSU) under the Ministry of Petroleum and Natural Gas (MoP&NG) of
Govt. of
India. The company was initially vested with the responsibility of development
of
Natural Gas Pipeline Infrastructure which commenced with the implementation of
prestigious Hazira - Vijaipur -Jagdishpur (HVJ) Pipeline Project. The HVJ
Pipeline
system was commissioned by the end of July 1987 along with Hazira and Dibiyapur
Meter
Prover facility. Since commissioning, the need for Natural Gas Meter calibration
has
been catered by the Hazira and Dibiyapur Meter Prover Facilities. Both facilities
have
been operational and serving various industries since the year 1987 for
calibration of
gas flow meters with natural gas calibration media.
With the advancement in the measurement technologies and increased demand for the
calibration requirement of various types of flow meter catering to various
industries,
Hazira Meter Prover Facility was made available to external customers and
received
accreditation as per ISO 17025 from National Accreditation Board for Testing and
Calibration Laboratories (NABL) in the year 2016. Since then, it has
successfully served
the needs of gas meter calibration of large industrial clients.
Meanwhile, with the rise of small-scale industries and the expansion of the City
Gas
Distribution (CGD) Networks , there is exponentially increasing demand for the
calibration of gas
meters at lower pressures. As a result, the Dibiyapur Meter Prover facility
underwent a
complete revamp to meet the growing need for calibrating meters at variable gas
pressures with natural gas media.

Hazira Meter Prover
Hazira Meter Prover Facility (HMPF) is one of the world’s leading
high-pressure natural gas test facilities for gas meters. The
facility has
widest range of flow meters calibration capacity for the Mass Flow
Meters,
Ultrasonic flow meters, Turbine meters and other volumetric flow
meter. It
is installed and operational at Hazira Compressor Station. Since
commissioning, the
need for Natural Gas Meter calibration has been catered by the
Hazira Meter
Prover Facility.

flow elements – Gas Oil Piston Prover (GOPP) of M/s
VSL, The
Netherland / High Pressure Piston Prover (HPPP) of
M/s Force
Technology, Denmark.
Hazira Meter Prover Facility was initially certified
and
traceable to GOPP of VSL, the National Metrology
Institute
of the Netherlands, in 2013 through NMI, Euroloop.
From the
year 2020, the facility is traceable to primary
standard at
Force Technology, Denmark. HMPF owns its own
Travelling
Reference Meters (TRMs) which are calibrated
directly or
indirectly with primary flow elements at VSL / Force
Technology, which have been in turn used to
calibrate the
Hazira Meter Prover Facility.
Dibiyapur Meter Prover History
Dibiyapur Meter Prover Facility (DMPF) is one of the leading Close
loop
variable pressure natural gas test facilities in India for the
calibration
of Gas Flow Meters to ascertain their accuracy and flow measuring
capability. The facility has widest range of flow meters
calibration
capacity for the Ultrasonic flow meters, Turbine meters and RPD flow
meters.
It is operational at Dibiyapur Compressor Station, Dibiyapur,
District-Auraiya (UP).

Dibiyapur Meter Prover is being established with
traceability from PTB, Germany who is the National
Metrological Institution of Germany.
The facility is being accredited as per the
requirements of
ISO/IEC 17025 by NABL for Flow, pressure and
temperature
domains.
Masters used in the meter calibration facility are
traceable
to Primary SI Units.
GAIL owns its own Travelling Reference Meters (TRMs)
which
are calibrated directly or indirectly with primary
flow
elements at VSL / Force, which have been in turn
used to
calibrate GAIL Meter Prover Facility.
Gas Calibration Principle
Gas Meter Prover Facility uses the Master Meter method based on the mass
conservation
principle. In this method, master meter(s) and test meter(s) are kept in series
and mass
entering and exiting the loop remains fixed. The volume quantities of the meters
are
converted to mass using the actual density and real gas factors calculated using
an
online gas chromatograph installed in the system. All quantities measured are
corrected
for deviations. In addition to these corrections, the double timing method is
used to
avoid truncation of pulses in the time interval during which a calibration run
is
performed.
Facility type
Hazira Meter Prover facility is an open loop calibration facility catering the
high flow
calibration requirement at fixed pressure. Whereas, Dibiyapur Meter Prover
facility is a close loop calibration facility with variable pressure calibraiton capability for small flow meters.
Calibration Process
A typical calibration starts with running the meters under test at maximum flow
rate for
stabilization of the process parameters. During this stage, temperature and
pressure
differences in the pipe system are equalized. Then the meter is calibrated
starting with
Qmax and followed by the lower flow rates. At each flow rate, a minimum of three
calibration runs are
taken, each of minimum 100/60 seconds duration. The calibration results are
listed on
the calibration certificate.
On request, the calibration results will be compared with performance criteria
as stated
in the European Measuring Instruments Directive (MID), OIML R137-1 & 2, AGA-7,
AGA-9, ISO
9951, ISO 17089-1, EN 12261 or customer specifications. If required, the meter
is
adjusted and one or more verification runs will be performed to verify the
correctness
of the adjustment.
Witness
For each calibration, the customer or its representative is invited for
witnessing the
process.
Safety
GAIL has a well-established and documented Health, Safety &
Environment
(HSE) policy. GAIL has implemented Behaviour Based Safety (BBS)
in
compliance with OHSAS: 18001 requirements. Strict safety
rules/procedures/SOPs are followed at the GAIL Meter Prover
Facility
as per the approved policy/guidelines.
The facility confirms to the globally accepted ATEX safety
standards.
All personnel and visitors are required to wear Personal
Protective
Equipment while they are inside the facility. At GAIL Meter
